European investigators believe a Chinese-owned commercial ship deliberately dragged its anchor to sabotage the two undersea telecommunications cables cut in the Baltic Sea. Instead, the probe is focused on whether Russian intelligence persuaded the vessel’s captain to carry out the operation.
